Yes, emerald ash borer (EAB) has been confirmed in two locations in Washington. So far there have not been any confirmed sightings in the Seattle metro area, but it is just a matter of time. You're spot on to move to prevention for your trees. Prevention is the best option to save your ash trees. Once the trees are infested, there is a brief window where you may still be able to save them, but often by the time you notice the infestation it's too late.
